Objective

The overall objective of the Joint Committee (as a tool of Egyptian-German cooperation) is to support the Egyptian government in establishing a sustainable energy supply based on renewable energy (RE) and energy efficiency (EE) while generating positive effects for climate protection and the environment.

JCEE is paving the way for a more sustainable energy infrastructure in Egypt, helping to cope with global challenges such as the rising prices of fossil fuels and the need to reduce greenhouse gas emissions. Promoting energy efficiency will lead to a reduction in electricity consumption. Transferring relevant technologies to Egypt coupled with developing national programs to promote energy efficiency will also contribute to job creation and economic growth.

In 2007 the Egyptian and German governments decided to establish the Egyptian German High Level Joint Committee for the bilateral cooperation on Renewable Energy, Energy Efficiency and Environmental Protection (HLJC). According to the Memorandum of Understanding, the overall objectives of the HLJC are to "…help promote an environmentally sustainable economic development, based on the contribution of securing energy supplies, improving living conditions and conserving the natural environment…"

Currently in its third phase, JCEE is providing a platform for the cross-sectoral policy dialogue in the five thematic focal areas Renewable Energy, Energy Efficiency, Institutional Transformation, Awareness and Communication and Climate Change. The committee cooperates with a range of stakeholders in Egypt, most of them being ministries or other governmental bodies, e.g. the Ministry of Electricity and Renewable Energy (MoERE), the New and Renewable Energy Authority (NREA), the Egyptian Electric Utility and Consumer Protection Regulatory Agency (EgyptERA), the Egyptian Environmental Affairs Agency (EEAA) ), and the Electricity Distribution Companies (DISCOs.

The JCEE team aims to strengthen its partner institutions via comprehensive policy advice, holistic capacity development measures, educational initiatives, and technology transfer through the following areas of activity (among others):

(1) Development of favorable framework conditions for the dissemination of Energy Efficiency (EE) and Renewable Energies (RE), e.g.

a. revision or development of statutory and regulatory incentive schemes

b. improvements in the national quality infrastructure to increase system performance reliability.

(2) Provision of training and organizational support to employees of key institutions.

(3) Information campaigns to raise public awareness for the efficient use of electricity.


Organization

JCEE is the general secretariat for the High Level Joint Committee (HLJC). The HLJC is a high-level body chaired by the Ministry of Electricity and Renewable Energy and the German Embassy. It convenes on an annual basis. The members of the HLJC are comprised of eight Egyptian and five German ministries as well as many further cooperation partners in the Egyptian energy system. Its aim is to facilitate a high-level political exchange between Egypt and Germany on energy sector issues, to discuss relevant developments in the Egyptian energy system and to drive the cross-sectorial dialogue on relevant topics.

JCEE as a general secretariat consists of two parts: a German secretariat and an Egyptian secretariat that work together on all relevant topics.

It facilitates as an inter-thematic dialogue platform on the operational level to ensure a smooth flow of information between the stakeholders, and it cooperates with its members closely in many energy sector issues, grouped into five fields:
