Climate Change

Complementing RE/EE activities, JCEE has supported national capacity-building and knowledge transfer in a number of areas of climate change (CC). A timeline of JCEE’s support in the climate change field to a number of national entities including Ministry of Electricity & Renewable Energy (MoERE), Egyptian Electric Utility & Consumer Protection Regulatory Agency (EgyptERA), Egyptian Environmental Affairs Agency (EEAA), Environmental Compliance Office- Federation of Egyptian Industries (ECO-FEI) and Green Tourism Unit (GTU), can be summarized as follows:

2011: Organized a series of events with TUV-SÜD to train national personnel on Greenhouse Gas (GHG) Auditing

2013: Organized a series of workshops with International consultants to introduce Nationally-Appropriate Mitigation Actions (NAMAs) to a group of national personnel and developed NAMA Information Notes (NINOs) for short-listed opportunities, including:

Power co-generation in the industrial sector

Solar water heaters and efficient lighting in the tourism sector

NREA Renewable Energy Project

Energy Efficiency in Pumping Stations in the irrigation sector: Developed from NINO into full NAMA

2014: Supported, with the help of an international consultant, the transfer of international best-practice and development of environmental guidelines for the use of coal, pet-coke, and alternative fuels in the national cement sector

2014: Organized a 2-day multi-stakeholder workshop with Gold Standard on Verified GHG Emission Reduction (VER) in the Voluntary Carbon Market

2010-2015: Organized a series of international fact-finding and knowledge transfer missions for national personnel on a variety of climate related issues

In addition to supporting the second National Energy Efficiency Action Plan 2018 – 2020, which was elaborated by the MoERE together with other governmental entities, a set of activities in the context of national climate action and “Nationally-Determined Contributions” NDCs were proposed by JCEE. Building on the collaboration track-record with the EEAA and based on governmental negotiations, the Egyptian and German governments agreed that JCEE’s cooperation with EEAA will be broadened to cover more aspects like in-depth capacity building to allow EEAA to even better fulfill its role in the climate regime.
